A lot of networks do this as a 'convienance' so you can get all the content from the one 'father site'. I cannot account about this particular site but it seems this is may be how it is set up. The best way to see this is, go to one of the web sites that is offered, click on the members page to sign on, and when you sign in, if it automatically directs you to the 'father site'. If it does, then this is the only way to get the content for these sites and that's how this set up works.
As far as the statement that all members area are in in one, this is still considered a network because these 'sites' offer a wide range of content that differs so much and can be seen as individual sites for the content offers and not lumped in to one site. As I stated above, they just set it up on the 'father site' page so you can get everything easier.
