Looked for the 'Nominate for Review' button, but couldn't see one.
Mind you I was looking at PU not TBP :0/

Ok, you'll find it on the TBP listing.
From the PU listing page, click the (brown) "TBP Review" link. That gets you to the TBP listing. (I'm guessing you already know how to get to that listing but figured I'd include it here for anyone reading along)
Once at the TBP listing, look on the right side about 2/3's of the way down the page. It'll be in the section marked "Review 2.0 Status".
The block says "Nominate".
