A poor tour never is hiding an excellent web-site
..... many web-sites are lazily maintained, and a poor tour sends up all the warning flags one needs. Only those who believe shit under the tree means you're getting a pony for Christmas would think otherwise.

I use it as an indicator, like the other commenters have mentioned, but if the site has recent good reviews I might still pull out my wallet. Perhaps a bigger issue than a broken link or two on a tour page is having no tour at all. I don't think I've ever joined a site that won't let me see what's inside without joining first.

It can because a less than stellar preview can mean that what is inside is also going to be less than stellar but will cost you money to find out.
I'm sure there are exceptions to the rule but I wouldn't use my money to find out.
