Depends on the type of site. Daily to several times a week for a network, while weekly (several times a month) I'd say is frequent for a solo/amateur site.

I always read it as an intentionally vague yet positive sounding phrase. It might appeal to those who think with ... well, not their brains.
It means "not every day," because if they did update every day, they'd say that and it wouldn't matter which organ the potential customer did the cognitive processing with.
A trip to PU or TBP would be a requirement before I'd considering joining.

I think multiple times per week is more than fine for anyone that uses frequent when talking about updates.

I feel that several times a week--spread across multiple days, of course--can qualify as "frequent." Even pornographers need the weekends off. ;-)
There are a few blogs I follow that update multiple times per day and can't even keep up with them, and these are ones written by a single person. I don't expect a reasonably sized porn operation (a handful of people) to update more than once a day. All those 'shopped photos, edited videos, and childishly dirty scene descriptions/terrible translations take time.
