Yes. But I'm decidedly biased on the subject.

No but then again I also don't think guys should be allowed topless except on beaches, near pools or in water parks. I seem to remember a similar question being asked in the past but I could be wrong. In any case a topless woman is not the same thing as a topless man because men's breast are not considered sexual objects the way women's breasts are. I'm not arguing whether it's fair or not but it's a reality. Guys enjoy watching topless women. I don't know if the same can be said for women when it comes to topless men.

I completely agree with Pat, I voted no too. It's not the same thing, plus 95% of the women who will take advantage of being able to go topless will probably be the ones we'd prefer not to.

In Canada it is sort of legal for women to go topless. Back in '91 a woman was charged for committing an indecent act (a criminal offence) and was convicted. The Ontario Court of Appeal overturned that conviction saying it wasn't an indecent act but not weighing in on the unconstitutional inequality that the law brought. Other similar charges in other provinces applied the Ontario case and acquitted women who went topless. The matter has never been to the Supreme Court so it still isn't settled but since most women won't go topless anyway it may be a moot point.
Honestly though, as a 48 year old male I suspect that it should be illegal for me to go topless anywhere too.

Here where I live you can ( any sex ) walk down the street naked .
Its legal 100%. You will be stopped by the police, you will be detained cause it does not happen often and don;t dare scratch your balls as it would be seen by passers by as lude and that is a crime and is why you see little nudity.
I look at it this way many people in my life I saw naked in public, should not have been naked in public. Ewwwwwww!

As long as I'm able to creep watch I'm good. But I'm sure It would be a rare experience to even see this it's rare nowadays to see guys walking shirtless. they only times I saw guys like that was when they were jogging down the street or around a bike trail or something.

I don't know what the major consensus would be on such a daring liberty awarded our female counterparts........but count me as one who's completely satisfied with the way tings are.
Accounting for all the sensual overtones Nature implanted in the male's reproductive and arousal blueprint ....speaking for myself, something must be thrown in the evolution process intended for the varied male appeal of those anatomical gems specifically to be amplified simply by keeping us guessing what lies where we can't see them.

When men are "topless," they are usually either relaxing on a warm day or they are doing some kind of sweaty manual labor that isn't particularly unsafe with no shirt on.
I could say that women should have the same rights as men to "go topless," but I can't imagine women walking around on city streets or in shopping areas with their titties swinging just because they have the right to any more than men would.
Besides, local governments and private businesses have their laws and policies, respectively, to prohibit inappropriate dress or lack of it.
Regarding public beaches, perhaps a referendum would be the best way to gauge public opinion on the mater. Not that everyone would be happy with the results, whatever they might be.

This is kind of a funny question because it is probably based on what we WANT to see vs. what we ACTUALLY see. In the US, with our weird views toward nudity, there are very few topless and nude beaches, but no matter where you find them, they are not the eye-candy havens you would think. Most are filled with much older men and women that you don't particularly want to see naked. You just can't un-see some of it. Then there are the gawkers who don't get that nude/topless beaches are not exclusively for the 20-something crowd. The few good looking men and women that do show up at these beaches are often (not always) just exhibitionists looking for a venue. South Beach in Miami is probably the best topless beach in the US and it is a lot of fun to visit, but be prepared to see a few things that will....well...spoil the view.

I'm not sure that question is subject to the rules of porn viewing, so of course there is going to be all kinds and shapes at the beach. Going topless is generally against the law because of people's moral sensibilities but that is fucked up since it's just a double standard. And I suppose for those that voted "NO" it would ruin a part of their sexual niche.
Even if it were not illegal, (like in some other countries), it's not like every woman is walking around topless. I'll bet that were it legal, you might never actually see a bare breasted woman unless you were at the beach.
I somewhat treat this subject the same way I view a mother breast feeding her child in public. Most mom's are not flopping them out all over the place, but discreetly feeding their kid. But then I will admit - people do like holding onto their double standards.
Hells Bells, I was channel hopping on Sunday and came across ABC's Rising Star where Kesha (a judge) was hanging more out of her top than most nursing moms.
