Are there any laws to proctect a private citizen from police stupidity?

'You've got to be kidding me': Maryland woman gets a ticket for driving 63 mph — in a 65 zone

A Maryland woman was shocked after she received a traffic ticket on Interstate 95 — because it wasn't for speeding.

In fact, she was driving 2 mph under the speed limit.

The driver, who didn’t want her name used, told NBC Washington she was driving in the left lane of I-95 in Laurel last Friday when she was pulled over and cited for failing to move right.

According to the citation, she had been driving 63 mph in a 65 mph zone.

“[I was] really shocked,” she said. “I thought, ‘Oh, my God, you’ve got to be kidding me.’”

This was the first time she had gotten a ticket. She said there was heavy wind and she had slowed down to be safe.

“Sometimes when it’s dangerous, you have to do what you can to stay safe,” she said.

NBC Washington meteorologist Doug Kammerer said that winds were gusting at about 40 mph that day.

“The reason [the ticket] is silly is because it's sending the wrong message,” said John Townsend of AAA Mid-Atlantic. “And that is, ‘We will tolerate you driving at more than the speed limit, but it you drive below the speed limit, then you’re penalized for that.’”

The driver has filed a complaint with Maryland State Police and plans to fight the ticket.

While police said they can’t comment on this specific ticket, they said that driving too slowly can impede traffic, and that anyone who wants to fight a citation can do so in court.

"cited for failing to move right."

There is nothing more frustrating than being behind someone who hogs the left lane on the Interstate. Texas drivers are notorious for doing this. If you are passing someone you should pull back into the right lane after you pass, especially if there is a lot of traffic on the roadway. She can't really complain since it IS the law. The reporter, to make a story, tried to make it about the speed, but really it's about the lane and the law. If it ain't grits, it must be a Yankee.

If you're going to lay her head over the pool table and fuck her throat, get your fucking hand off her throat!

Slower traffic should drive in the right lane. She was doing 63, pretty darn close to the limit. I assume that there might have been other drivers wanting to pass her doing more than 63. If they drive anything like Chicago, they probably want to do 90 in a 55, LOL. So, better move to the right, even if you are doing the limit! A true neck-lover.

To answer the OP premise:

Yes, there probably are, ( most include an expensive, smart Lawyer ) but in my experience the Police in any country tend to be a law unto themselves.

Maryland is home turf for me. We have the worst drivers I've ever seen and our insurance rates reflect it. I've been told L.A. is worse, but I haven't seen the west coast yet. But, of the 30 states I have been in, Maryland and neighboring Washington, D.C. are by far the worst. We don't know how to merge onto a highway. We don't let anyone get in front of us by tailgating the car in front of us. A 15 foot car will fit in a 20 foot space at 70 mph. The word 'yield' is a foreign language and always ignored. (I've been cussed out and flipped off because I didn't give up my right of way even though the other driver had a yield sign) Morning and evening rush hours looks like bumper cars, with at least 4 or 5 accidents being reported on the radio. If you're passing an accident? Add at least 45 minutes to your commute. (Add a mere 30 minutes if the accident is on the other side of the highway) And, yes, we hang out in the fast lane, going under the speed limit, ignoring the line of cars that are jockeying around behind us, pulling any crazy maneuver possible to get around the slowpoke.

If the woman was pulled over on 95, it was probably a State trooper. They're pretty much hit or miss with the tickets. We have a no handheld cell phone law and I've yet to see anyone pulled over for it, despite 1 out of 5 drivers having a phone stuck to their ear. I once got a ticket for doing 65 in a 55 while I was being passed by everything else on the road. I even asked him why he was a ticketing the loser in the race. His answer? "Speeding is speeding, sir". I've also been the proud recipient of a ticket for doing 60 in a 60 on a long straight and empty highway because there was a light rain falling. But, by far, my favorite ticket was at 4 am while going to work. Pitch black outside and he saw that I wasn't wearing a seat belt when I passed his parked car at 55 miles an hour. Yeah - State boys are fun.

Rant over. Sarcasm is a body's natural defense against stupidity.

I was once pulled over by a deputy sheriff. It was around 2 AM, I was the only car on the road, 3 or 4 lanes in each direction. The deputy sheriff was originally heading in the opposite direction I was going. I saw him make a U-Turn when he passed me, and then he followed my car for about 3 miles before pulling me over. I was going about 35-40 in a 45 MPH speed limit zone. Main reason I was going so slow was I had seen the deputy make the U-Turn and follow me.

When the deputy stopped me, he said I was impeding traffic. I was the only car on the road, except for him. Like I said, there were 3 or 4 lanes in each direction, and except for me, he was the only other car on the road.

He also said that when I made a right hand turn, I had partially crossed over into the other lane.

I hadn't been drinking. No alcohol.

Possibly I did cross partway over into the other lane when I made the right hand turn. But I certainly was not weaving or driving erratically.

I figured he followed me because it was 2 AM, and I was the only car on the road except for him.

I didn't argue, I gave him my car registration papers upon request, and my driver's license.

But I thought the "impeding traffic" that he cited was nonsense. I was the only car on the road except for him. And there were 3 or 4 lanes of the highway in each direction.

He didn't give me ticket. Just let me go after checking the car's registration papers and my driver's license.

But I thought that the charge of "impeding traffic" was a "nonsense charge" that he was using because he needed some reason for stopping me. Whether I actually moved partway into the other lane when making a right hand turn, I don't know. On some cross-corners, because of the sharpness of the turns, it is sometimes possible that the cars will cross partially into the next lane with one set of tires when making a turn.

But I thought the real reason he stopped me was because I was the only car on the road except for him at 2 AM. I was driving back to my house after I had stopped at an all-night grocery store.

I haven't had a moving violation in over 40 years. But that is luck. The deputy sheriff could have given me a ticket for "impeding traffic", and for partially crossing over into the other lane when making a right hand turn.

And the truth is, your only defense if you are given a ticket, is to contest it in court, and depend on the "mercy" of the judge.

The stereotype seems to be that LA has the worst traffic but I think the DC-Maryland-Virginia area have actually grabbed the No. 1 spot for the last few years. I would think this is because of jurisdiction limiting LA's hassles (if only a tiny bit) and suburban sprawl feeding the problem around DC, because even though Los Angeles County is massive, it does have definitive borders.

The "DC area" is pretty vague and can at times include everything from Quantico, VA (site of a big Marine Corps base south of DC) to Baltimore, MD. This would be a corridor of over 75 miles and include millions of people, and yes, traffic can be a shitstorm every mile of the way. This would also make its drivers vulnerable to the assholery of MD and VA state troopers, as well as county and city police officers within those areas. (DC has numerous law enforcement agencies but most don't deal with traffic.)

Add in generally worse weather (particularly in the winter), an overdriven populace of federally funded "professionals," plus more conservative local governments, and I'd agree that traffic is worse there.

Still, allow your government to have too much power, combined with too much time on its hands (because cases like this are clearly not serious crimes), and you get the impression of a dumb, power-hungry police force.

I think a case like this would be common (not to mention logical) on Germany's Autobahn where for much of the highway posted speed limits don't exist and the left lane is strictly for passing and the right lanes are for driving. (Unless you're some rich asshole with a fast enough car to simply pass everyone.)

Leave it to the U.S. to criminalize the person actually obeying the posted speed limit because the all-knowing powers that be pronounced it "unsafe"--i.e., the officer had some free time on his hands, now pay this ticket and shut the fuck up!--while the nitwits who are blatantly breaking the law continue on their merry way.

They've been trying to tie Baltimore to D.C. for years, making us another Dallas-Fort Worth or Minneapolis-St.Paul. They'll say Baltimore-D.C. on the news but I'll be damned if residents of either one considers themselves connected to the other.

I had to laugh because I've avoided D.C. for years and forgot about them - the worst cops for tickets: The D.C based U.S. Park Police. I sometimes think they just get tired of hassling people at the tourist sites (Like the big $5 jaywalking ticket I got in 1980!)and decide to cruise up and down 295, nailing everybody they can.

Too much rain, too sunny, 3 flakes of snow, the same hill you drive every day - everything slows us down. And it's funny you mention the professionals. The slowest drivers - the ones hanging back 20 car lengths in a stop-and-go jam - are typically Volvos, BMWs and Mercedes - all "status cars".

Guess she probably got the ticket for driving in the left lane, when the right or middle or third was free/empty.
If so, I think it's ok. The Germans are strict about this on the Autobahns - and the same in Denmark.
I hate it, when this little ol' lady - or others - stay put in the left lane going the exact speed limit or lower - or on a six lane highway staying in the middle lane - keep right!!!
We got a word for those - directly translated: "Lane 2 fascists." "I don't drink anymore - I freeze it, and eat it like a popcicle"

Were they the same assholes who arrested people a few years ago for dancing at the Lincoln Memorial?

I wonder, do we sleep soundly at night because rough men stand ready to visit violence upon those who would wish to dance at our monuments? "It's incredibly obvious, isn't it? Uhhh... YEP! One and the same! And, yeah, it's nice to know that police states exist here in the Land of the (Allegedly) Free.

In a related story, I like to hop around YouTube to see what kind of crazy shit people are putting up. I've been seeing more and more videos about people resisting cops at random stops and checkpoints. Some of them are really funny when you see the look on the cop's face and listen to him stutter when he realizes his badge doesn't make him as bad ass as he thinks he is. Sarcasm is a body's natural defense against stupidity.
