That's would be an odd policy. I would have thought they'd decide if PayPal was worth it for them or not. If it wasn't...why ever do it?
I ran into a situation recently where I wanted to join thru Epoch, but that's not the biller I was sent to when I chose credit card (forget which biller it was). But... If I chose PayPal it took me to Epoch and then from the Epoch site I could choose credit card if I wanted or PayPal.

I found out that Epoch only allows a certain ratio of PayPal transactions. So, sometimes PayPal will be an available option and sometimes it won't. Kinda lame.
