Updating my subscription saga. I finally tried RocketPay and they denied me as well. Then I was sent over to SegPay. Finally, I was able to complete the transaction.
In the end, I found out that the $60 annual subscription allows downloads! It's a shame though that everything is opaque and you don't even know what you are buying.

I figured I would roll the dice and just give it a try. I followed the PU link and it had the $60 offer today. My gosh... I spent almost 90 minutes trying to buy this subscription. I go to Epoch one by one they deny every card, paypal, etc. I chat with them and they say ask the bank. The banks say no transactions have been attempted. Sometimes the message says processor denied, sometimes there's no error given at all.
Gave up in the end. They also sent me to rocketpay and I only read negative things about them, so I didn't try rocketpay. It's too hard to buy porn.

Unless they changed it very recently, annual memberships with the PU discount should include downloads. I signed up this way 3-4 months ago and can download videos.

Thank you for both replies. I checked some other sites as well and they are reporting $15ish to download per month. I might still do it since I mostly just stream anyway but still like having the option to download.
Or maybe try Naughty America.

But my best guess is that $60/year is a streaming only membership.
Downloads will almost certainly cost more, per month.
PU member Wraith0711 is the expert on this network, since he's joined them fairly recently. So if he responds, he can probably tell you what's what.
Or, you can email Team Skeet customer service with your questions, for another expert's reply.
