Billing is always my biggest concern. Most times I've been burned it's been because of a disreputable biller.

More is not necessarily better out there. The more sites someone runs, the less attention each individual sites might get. This isn't always the case, but I have come across it frequently.
A giveaway is when the sites do not show models or video content when pondering to join.

Network sites typically have exclusive stuff but non-exclusive "bonus" content that is usually crap. Remember when hard drives came with "bundles" of free software, most of which crashed your system, one app at a time, because it was written for earlier versions of the OS? There's a parallel there: overall crappiness.
My second biggest problem is poor navigation, meaning site management.
There are exceptions, such as the MetArt network. It's one of the better ones.
And then there the ones on the other end of the spectrum. They just recycle old (and usually crappy) content that no one wants but don't know that until they've paid for it.

My biggest concern is whether the site is managed ethically. There's nothing that pisses me off more is signing up then getting unwelcome surprises, like when Naughty America sprinkled in scenes that triggered automatic sign-ups on unwanted sites. Or when 21 Sextury offered continuous access to all its sites so long as you stayed a member. They broke that promise about a year later and defended their decision on Porn Users saying it was the only way they could afford to expand their content.
Fortunately most sites play it straight and will bend over backward to satisfy their customers.

Although billing and bandwidth are two things that could be an issue. They rarely are for me because I only join sites who used certain CC Processor and I've only got burned once due to slow bandwidth.
My biggest fear with most networks is terrible navigation because by their very nature these networks have huge libraries of content and if it's difficult or complicated to find that content then ultimately I will be very disappointed with my membership.

Good poll question. Tough to answer. My biggest problems with networks are terrible customer service and slow DL speeds. I chose customer service for the poll, because even with slow speeds, good customer service still means I won't give up on the site. The worst networks generally fail on more than one of these factors.
