Great quality in the videos and photo sets.
A lot of content, for a reasonable price.
And easy to use: navigation, search, model listing, streaming and downloading options, etc. etc. etc.
And a wow factor, that makes the content exciting to view.

I tend to look for current big-name stars when considering joining a new site, but site layout is also important. But the models can be a giveaway that the site is just peddling rehashed scenes. I've visited many sites over the years that advertise themselves as new but the tour pages indicate that the scenes they have are with models who retired years earlier.
The number of scenes really isn't a factor for me. If the site offers something I really like then the value proposition skews in favour of joining even if the site is relatively small. I'll choose quality over quantity every time.

At this point, for me, I look at the content/theme as much as anything. I saw a site recently that has been around awhile called, Lost Bet Games, that has a somewhat unique theme, average, mostly amateur looking models that I am considering joining just because it looks like something different.

Excellent photography and videography. I am so spoiled by the excellent that I no longer enjoy merely "good enough" photography and videography. I now consider sites with "good enough" to be second rate.

Actually all he above. But what gets my credit card out is if the site has some real good samples to check out, such as short trailers.
