This is a hard one because I don't think either can be done simply. I've spoken out here against people giving perfect reviews with very little information. However, how can you determine if it's biased or just a completely satisfied member. Sometimes it will be obvious, but other times not so much. I think a third option is needed, although admittedly I don't know what it would be.

I'd say give the writer of a poor quality review a chance to make it acceptable, although this might add too much workload to the staff at PornUsers?
We do need to know that we're reading reviews that give us the info we really need in order to make the right decision. Why else would we bother reading them?
Sure, there are lesser, if not as compelling reasons, such as even just finding out that a site exists. But that much can be done by visiting a site like eurobabeindex or freeones.

Drooler's idea of giving the author of a bad review to redeem him or herself by making it acceptable actually sounds pretty good.
But all reviews are helpful usually, even bad ones.

I agree with Drooler and magman: give bad reviews a chance to be edited and fixed. I have received feedback from Khan and it has been really helpful in writing future reviews, even though I didn't go back and make all of the changes in my old reviews.
I think another suggestion might be to include even the bad reviews or one-sided reviews with a flag from the PU Admins indicating a poor review, kind of like the Clone Site warning.
