I wonder how they do this - I thought Japanese porn had to be censored by law? Perhaps it's okay to de-censor it outside the Japanese market? Perhaps this site isn't available in its uncensored form in Japan?

According to their Domain records, the site was registered in 2003 through GoDaddy.com and they are protecting the registration using DomainsByProxy. So there isn't an easy way for the Japanese government to prove that the website is not American (the Registration address is listed as Scottsdale, Arizona) which probably makes shutting it down more trouble than it is worth.
Also, the Japanese porn industry seems to be realizing there is an international market for their product, and that market doesn't require censorship (mostly).
Granted, this is largely speculation on my part. Probably need someone who has studied Japanese governmental law to really get down to the brass tacks.

From what I can make out, the $19 only gets you in the door, then you have to start buying tokens to download anything. I have seen some Tokyo-Hot movies in the uncensored section of asiamoviepass and the quality does look pretty good. I doubt that I would ever join a site that needs token to download movies though, I imagine it could get quite expensive!

It appears you may be right. That is not good. This means the site uses both DRM and a token/credit system. Using tokens and a monthly membership is really not cool. This makes the site far less appealing.
However, if they allowed streaming but not downloading without the use of credits, I wouldn't mind as much. So sad. Good eye there 2 cents!
