23.95 USD should equal 18.70 EUR, but instead the price in Eur is 19.09. So it's really a 0.39 EUR ($0.50 USD)difference, not really a big deal. It's prob a tax or something. I'm not saying it's right, but at the same time it's not really too much.
But I would contact the billing department. They have the number listed publically. Just call and inquire about it.

They are using regional pricing: different regions get different prices. Many other sites also use it. Some webmasters have replied to questions similar to yours.
There are a couple forum threads on this issue:

Hi,
We allow the usage of download managers. I do not know Download Express. But generally for download managers, you need to use one that integrates into your browser. Copy pasting addresses to an outside program will not work!
I just tested DDF Busty with the download manager I use - the DownThemAll extension for Firefox. I right clicked the movie file, selected "Save link with DownThemAll", and the download started without any problems.
Can you do something similar using your download manager?
Best regards,
Endre

What download manager are you using?
It is very important to know what manager you are using because they all work a little different and need different input. Download managers can be used on any site whether the site likes it or not. You just need to know how to use the manager and how to figure out which sites need you to do different things.
Just to jump start this help process I will ask you to check out a few different things.
1. Are you using more than one connection per download? Try using only one.
2. Are you trying to download more than one file at a time. Try only one, and use only one connection.
3. Is it recognizing your password? Try manually setting the password on a download.
4. Can the manager detect the file? Check to be sure something did not happen to stop it from seeing certain file types. Or try manually starting the download.
5. Does the URL rotate? "http://sb68v8ecq6m.sitename" That craze shit in the middle might be changing periodically. A good manager will let you see the URL and allow you to edit it. Simply log into the site again and paste in the new random string.
Those are just a few things that can go wrong with a download manager at any given site. But as I said, a manager can be used for any site, it just might be a little different.
Worst case I am planning on subscribing to that exact thing next week, so I will be able to give exact solutions then. However, for both of our sakes I would like to find a solution right away.
Let us know which manager you are using and try to describe what you are doing and what the site's reaction is. If you are not tech savvy dont worry, we will only laugh at you for 10 minutes. :)

I have run across this issue a couple of times, most recently with asstraffic.com. My initial solution was to simply not sign up and move along to a fairer website.
Now I'm not sure if that was the right thing to do. Is it the fault of CCBill or the fault of the websites that this double pricing occurs? If it is the fault of the websites I think I will start compiling a list of these money grabbing c*nts and post it on as many forums/blogs/etc as possible to pursuade them to change their tactics.
I think the members here are in a privillaged position where we can see the price in dollars and thus know that something iffy is afoot when we hit the signup page. Average Joe punter would have no idea that the price is different and he will be ripped off unless we start spreading news of these nefarious sites.
Who is with me?

First: CCBill certainly has some of these currency-problems with when joining from Europe.
But NOT here: (at least via TBP)
Take a look again at join-page: Go to 'Use EU Direct Pay' - here you get a right price: 20.31 Euros - which adds up to the Dollar-price....
And once more about this EU currency problems:
If CCBill is too expensive, search for the site at Epoch Shop (Adult) - 9 out of ten (alomst) you'll get a fair price, that's similar to the price in dollars...

Understand that just because you are getting a slow download speed does not mean the site is slow. If you read the turboshaft review you will see he gets 1.5 MB/sec, as do I. The actual download speed you get at any given moment depends on a large array of variables including your location, time of day, type of connection, peering between providers, route of the signal, and bottlenecks at various routers along the route of the signal.

I agree with each of you - geo pricing sucks! I am finally back to mc-nudes.com and happy with my overall situation. A friend of mine confirmed my assumption that they don't use any geo pricing!

Webmasters who would use such a scam don't deserve any sign ups from the European area.
As I have said before, any webmaster using this 'service' has lost my custom.
For good.

Try to mail them - they may have a secondary billing-co....like Epoch, for one - where you get the regular price without the CCBill-scam... (do not remember with this site, though)
AGAIN: To all european users: The most notorious in this currency-problem/scam is CCBill - so if you try to join a site - and it's the same amount in Euros at CCBill - always mail the site and ask for another way to pay - MOST times you get lucky...

I asked our editors to look into this one and here's what they cam back with ...
//--
OK, we spot-checked several DVD choices from newest to much older, and although they show only 640X480 as their highest resolution, when you download and open a clip, the actual resolution in Windows Media Player is 720X480, 3900k on the latest movies. The older movies (2006, 2005) appear to be at 640X480 on download.
We generally list the highest size we've found in our spot-checks, and that, although they show 640X480, if you will download a movie, you'll find that their current DVD resolution is at 720X480.
//--
hope that helps

The DVD videos on videobox do vary. I just downloaded some earlier today. Here is one to check out to see the 720x480. Title of DVD is BJ Babes. Those are 720. I do believe the difference between 640 and 720 high end has to do with whether shot in widescreen format or normal format.

The problem is not with the billing company, but with the webmaster or the site itself. The billing company is just following the instructions of the webmaster in how to bill. That's my understanding, anyway.
And I agree that it seems unfair to charge different prices, based on where you live.

What you're seeing is called "regional pricing" and has been discussed quite a bit in the forum here if you want to check it out.
