That is called regional marketing aka "currency screwing" and it happens a lot any more. Basically what they do is charge $17 of what ever currency you have. So if you currency is worth more than a USD than you end up paying more. It is their way of saying "screw you for having stronger currency" and it allows them to get more for nothing.
There are a number of sites doing this now. But dont worry, not all of them are. If this happen you will usually find someone on her from Europe who already got mad about it.

At least now you won't have to spend five or more years trying to get off their mailing list. Consider not signing up a good thing.

Well, Swede
Like the two other fellow PUs replies: this is the currency-deal we europeans/asians has to endure from a lot of site - US-sites, as well as euro-sites.
The best thing to do, is you come across a site with this billing policy (which is normally placed at the billling-company/companies - is to write the webmaster - and ask for an alternative billing.
It's typical CCBill that keep these currency problems alive.
Whereas Epoch does it better and charge the same amount - no matter what currency.
Sometimes you'll succeed - other times not - Good Luck.

Thanks Denner:
I didn't know that Epoch was being fair to us europeans.
The Kink sites are noy using regional pricing.
It is funny that somehow we europeans are to blame for The Federal Reserve's monetary policies.

That's right! We blame you because you are over there and we are over here. We can not blame ourselves, that would just be silly and make us look stupid. Thus we look over the big drink and there sits Europe just waiting to be blamed for something. We like blaming the French the most though, so if you are French you should kick your own ass to save us the trouble. It truly is your fault that our economy sucks, to just to stick it to you we charge you extra for your porn. That will serve you right! Hell, you took all our money, we gotta get it back somehow!
Or we Americans can get our heads out of our asses (just look at WittyGuy's avatar) and fix the mess we got ourselves into. We have banks collapsing while tax payers bail them out just to find all that money went towards the CEOs having a big gay golf orgy. Alcoholic actors get first dibs on new livers while other hard working family men and woman can not afford to take their kids to the doctor. We have automakers making retarded cars no one can afford to drive and run their business like a retard in a candy store. And the only business that is hiring is the unemployment office due to all the new clients. We were and still are hopeful that the "change" president can lead the country out of this hole before before we are all asking for some spare change. The issue is we are all waiting for him to fix it, we dont wanna do it ourselves, that would too much like work.
The point is we, at least most of us, are not blaming you for anything. If they do just throw a Euro at them and see if their US dollar bill weighs as much. Basically the issue you have run into is just a way for a few select people to be greedy and blame it on currency conversion or lack there of.
Would it be fraud in any way if you bought a prepaid visa card in USD and used that? It might save you money if that is legal. I know you can get one time account numbers from PayPal, but I do not know how that works for international people. It might be worth looking into.
We have also noticed some sites switching over to Euros all together. This sucks for everyone because it is a sudden price jump that is a little hidden.

Badandy400:
I just happen to be interested in macroeconomics.
Jean-Claude Trichet has been accused, time and again, by american journalists of being behind the curve and thus not lowering interest rates accordingly. Anyway, he did lower interest rates to a worrying rate (1%) -even though the ECB's mandate is to fight inflation- due to polital pressure from France, Italy, Spain -i'm spanish and the whining here over interest rates set by the ECB has been unbearable- and Ireland.
Paul Volcker -former president of the FED- has stated that the chances of a dollar collapse in 5 years times are very high; i wouldn't rule out an euro collapse either thanks to these "easy money" policies. In short -due to my lousy command of english, lol-, this means very high inflation in the near future.
Badandy400, the european pornsites are putting forth hilarious explanations as to why europeans are not being ripped of by them. You should read them... brilliant stuff. Badandy400, don't be so hard on yourself! , the only sites that i've come across that are not following these disgusting parctices are the kink sites.
Cheers.
