That is very poor service from CCBill - I am beginning to wonder about them as a biller.
Have you double-checked your spam/junk folder in case the sites support reply went there?
Check that and e-mail the site support once more. If not luck, get back to CCBill and tell them you've already tried the site's support twice and they haven't responded - therefore you cannot access the site and need a full refund.
They have a responsiblity to send you username and password and not to pass the buck if you don't get it.
Let us know how you get on... we need to know CCBill are living up to their responsibilities.
If all else fails I'd contact you card issuer and ask for the payment to be reversed back to you on the basis that you didn't get the service you paid for. I would - after all, if you can't access it but they've taken your money and won't answer your support e-mails, it's fraudulent.

For some sites on CCBill, if you look up the subscription they will list the UN/password if you click on the "subscription ID" link. I'm not sure if the site you joined does this but it is worth a try, I am assuming you know the email address and credit card no. you used, right (to check on CCBill)? Worth a shot, although I assume they were telling you the truth when they said they don't have it.

I combed through my Spam filter carefully and revisited the tickets I had opened. No dice. I also tried checking the subscription directly on CCBill. Again, nada (worth the shot, though) I didn't take much issue with having "lost" the username/password since I had copy/pasted them into a blank field in my browser. It wasn't untilshortly after that I learned clipboard history was *not* a feature of Win7 (wtf?) that I contacted the vendor "support" and eventually CCBill.
Credit to CCBill for their prompt replies. The latest one, taking GPL's advice, came less than an hour after I launched a formal complaint. I'm to give their "technicians" 48 hours to rectify the issue after which they'll take more serious action (i.e. reimburse me).
As amazing as eastern European women are, I'm always skeptical when dealing with the region's businesses. For all I know, they're just all on summer holidays.

I have never had a problem getting ccbill to refund me in cases where I had no access to the site when they processed the billing.
I would expect that if you ask ccbill directly to refund you because you have no access to the site and the webmasters are not replying to any of your communications, they will comply with the request.

I think Pink panther`s suggestion is the best course for you and then you should join a better site/network where most if not all of this content is available for less money.

I wouldn't worry too much about it. Apart from their abhorrent regional pricing setup, CCBill are actually a reputable company. You will either get what you paid for or get your money back. A hassle yes but at least you wont be out of pocket.
